Handgun Roster Board Additions and Appeals in Maryland

The Handgun Roster Board reviews all handguns before they go on sale to the public in Maryland. A committee of 11 members – staffed by various representatives of the government, police, public safety, engineers, NRA, and the public – votes on all submissions of any handgun manufactured post-1984. They evaluate safety features, intended use, similarities to banned handguns, and other features.

As of 2025, more handguns than ever before are being denied approval to be sold to the public in Maryland. This is leaving firearm manufacturers without safe, secure, and legal ways to sell their firearms to the Maryland public.

If your submission to the handgun roster board has been denied, Saller Law firearm attorneys in Maryland are here to help. We have the knowledge, hands-on experience, and community involvement to help target unfair denials and help you in the appeals process.

How the Handgun Roster Board Works

Baltimore motorcycle accident attorney

The Handgun Roster Board is made up of 11 committee members. These members are Maryland citizens who have the approval and consent of the Senate to serve 4 year terms.

Committee members vote on all submitted handguns for review by evaluating safety, intended use, similarity to other handguns, and other features. The handgun roster board needs 6 members for a quorum, and votes pass by simple majority.

Committee members are made up of:
1 Secretary of the State Police or his designee
1 Representative of the Association of Chiefs of Police
1 Representative of the Maryland State’s Attorneys’ Association
1 handgun dealer, gunsmith, or representative of a handgun manufacturer
1 resident of the State who is a representative of the National Rifle Association or its affiliated State association
1 Representative of an organization that advocates against handgun violence
2 public members who are either mechanical or electrical engineers
3 public members
